課程概述

本課程將從全球化角度討論全球風險產生的衝擊，如何從國家與社會的角度發展出風險治理的典範，包括對全球治理、風險溝通與風險評估等典範的反省與建構式的思考。

首先將集中討論全球化風險的意義；其次從當代社會所產生的風險系統闡析治理與對策、風險治理與國家、風險治理與公眾、風險治理運用在環境與健康問題；第三部份集中探討風險評估的傳統典範、方法與政策決策的關係，國家如何運作風險評估以進行科技或環境決策；最後則從民主參與觀點，討論另類的風險評估(alternative risk assessment)典範所產生的社會動能與建構行動，如何發展出對應當代複雜科技與環境社會的風險挑戰。
 

課程目標
 本課程將同時著重理論與政策批判，加以深入討論。這門課藉研究所同學小型的分組經驗研究，讓學生發掘、體會理論與生活經驗的銜接點，進而激發與建構其環境永續的想像。修課學生除研讀指定文獻外，透過小型分組的實際討論與報告，來簡證或深化相關概念。 
課程要求
 每一組每週針對兩篇文章（巨觀與政策）進行（一）詳細的大綱，（二）簡要的報告（報告時間三十分鐘），（三）每週星期五pm: 6:00交到課程網站。
每位修課同學每週就政策面(energy law and environment)進行與台灣的相關制度、問題、資料比較，（一）該章內容reflection，（二）國際與台灣reflection，（三）每週星期一pm9:30傳到上課網站。
